- Overseas Manpower Corporation Limited (OMCL) is a state-owned Corporation under the Department of Public and Rehabilitation. It was incorporated on 30 November 1978 in Chennai, Tamil Nadu.
- The company operates under the outsourcing and manpower recruitment sector. It has been in business for nearly 47 years, registered under Ministry of External Affairs vide license number B-0821/CHENNAI/CORP/1000+/5/308/84.
- OMCL functions as the official overseas manpower placement agency for the Tamil Nadu government, facilitating overseas job placements. It is registered under the Emigration Act, 1983 with the Government of India’s Ministry of External Affairs.
Main Objectives of OMCL
- To help qualified, skilled, semi-skilled, and unskilled workers find employment opportunities in foreign countries.
- Act as a government-authorized agency to ensure fair, legal, and ethical recruitment.
- Monitor the welfare of Tamils employed overseas.
- Address grievances and support workers in distress through coordination with embassies and consulates.
- Identify and provide suitable candidates to meet the labor demands of companies in foreign countries.
- Arrange pre-departure orientation and skill upgrading for overseas employment.
- Maintain compliance with the Emigration Act, 1983 and work with the Protector of Emigrants (PoE).

Board of Directors
OMCL is a limited company established by the Government of Tamil Nadu in 1978 with an authorized share capital of Rs. 50 lakhs. Its main objective is to secure suitable overseas placements for Indian professionals, skilled workers, and others who are desirous of securing jobs abroad. The Corporation also holds a valid registration certificate issued by the Government of India, Ministry of Labour, as required under the Emigration Act, 1983, to perform the functions of a recruiting agency. Key Strengths and Operational Capabilities
- Reputation of being a Government organization which is in the field for the past forty-seven years.
- The corporation maintains a computerized Data Bank in which bio-data of personnel in various disciplines, from Doctors and Engineers to skilled and unskilled laborers, are maintained.
- Based on the client's requirement, OMCL screens several candidates and provides the best-suited shortlisted candidates.
- In case of a dearth of suitable candidates in its Data Bank, candidates are mobilized through advertisement.
- Besides advertisement or without resorting to advertisement, OMCL issues press releases regarding recruitment, to be published as editorial matter free of cost in newspapers published from Tamil Nadu and adjoining states to mobilize candidates.
- After the CVs are shortlisted, interviews are arranged at Chennai in its own spacious premises. In case of bulk recruitment, interviews can be arranged at any center in India.
- OMCL holds the finally selected candidates until a visa is arranged and arranges their deployment on the date specified by the clients, observing all required formalities.
